11.—(1) Subject to paragraph (4), in England it shall be the duty of the council of a county (or of a district comprised in an area for which there is no county council), a London Borough Council or the Common Council of the City of London to enforce these regulations within their respective areas.
(2) Subject to paragraph (4), in Wales it shall be the duty of each county council and each county borough council constituted under section 3 of the Local Government (Wales) Act 1994(1) to enforce these regulations within their respective areas.
(3) Subject to paragraph (4), in Scotland it shall be the duty of every council constituted under section 2 of the Local Government etc. (Scotland) Act 1994(2) to enforce these regulations within their respective areas.
(4) The Executive shall have responsibility for enforcing compliance by any person with any conditions imposed on him by or under regulation 10(2).
