The Treasury, in exercise of the powers conferred on them by sections 3(2) and (3) and 175(3) of the Social Security Contributions and Benefits Act 19921 and of all other powers enabling them in that behalf, and with the concurrence of the Secretary of State, hereby make the following Regulations:—
