Section 17 of that Act shall be amended as follows.

In subsection (3)(a) for the words “Minister of Transport” there shall be substituted “Secretary of State for Transport, Local Government and the Regions”.

In subsection (5) for the words “Minister of Transport” there shall be substituted “Secretary of State for Transport, Local Government and the Regions”.
