Section 16 of that Act shall be amended as follows.

In subsection (4) for the words “said Ministers” there shall be substituted “Minister and the Secretary of State for Transport, Local Government and the Regions”.

In subsection (7) for the words “said Ministers” there shall be substituted “Minister and the Secretary of State for Transport, Local Government and the Regions”.

In subsection (9)(b), for the words “said Ministers” there shall be substituted “Minister and the Secretary of State for Transport, Local Government and the Regions”.
