Citation, commencement and extent1.

These Regulations may be cited as the Producer Responsibility Obligations (Packaging Waste) (Amendment) (England) Regulations 2002 and shall come into force on the 21st March 2002.

The Producer Responsibility Obligations (Packaging Waste) Regulations 1997 (“the Principal Regulations”) impose on producers obligations to recover and recycle packaging waste, and related obligations.
These Regulations amend the recovery and recycling targets in Schedule 2 of the Principal Regulations for the year 2002 onwards. These targets are used to calculate recovery and recycling obligations. The target for recovery is increased from 56 per cent to 59 per cent (by regulation 2(2)) and for recycling from 18 per cent to 19 per cent (by regulation 2(3)).
