The Police Authorities (Best Value) Performance Indicators Order 2002

The Secretary of State, in exercise of the powers conferred upon him by section 4(1)(a) of the Local Government Act 19991 (having regard to the definition in section 1(1)(d)), and having consulted, in accordance with section 4(3) of that Act, persons appearing to him to represent police authorities and such other persons as he thought fit, hereby makes the following Order:

Citation and commencement1

This Order may be cited as the Police Authorities (Best Value) Performance Indicators Order 2002 and shall come into force on 1st April 2002.

General corporate health performance indicators2

The performance of each police authority in England and Wales, in exercising their functions, can be measured by reference to the indicators in Schedule 1 to this Order.

Performance indicators for community safety3

The performance of each police authority in England and Wales, in exercising their functions, can be measured by reference to the indicators in Schedule 2 to this Order.

SCHEDULE 1GENERAL CORPORATE HEALTH PERFORMANCE INDICATORS

Article 2

Indicator Number	Description of indicator
1	Quality of service surveys showing— a percentage of the public satisfied with the time taken to answer a 999 call from a member of the public, b percentage of the public satisfied with the arrival time of an officer dealing with an immediate response incident, c percentage of the public satisfied with police action in response to 999 calls, d percentage of victims satisfied with police initial response to a report of violent crime, e percentage of victims satisfied with police initial response to a report of burglary of a dwelling, f percentage of victims of road traffic collisions satisfied with the police service at the scene of the collision, and g percentage of victims of racist incidents satisfied with the police service when dealing with the incident.
2	Percentage of minority ethnic police officers in the force compared with the percentage of minority ethnic population of working age.
3	Percentage of police officers in operational posts.
4	Number of working days lost through sickness by (a) police officers and (b) civilian employees.
5	Number of medical retirements of (a) police officers as a percentage of total officer numbers and (b) civilian officers as a percentage of total civilian employees.

SCHEDULE 2COMMUNITY SAFETY PERFORMANCE INDICATORS

1	Using the British Crime Survey, (a) the level of crime, (b) the fear of crime, and (c) feelings of public safety.
2	a Number of offenders charged, reported for summons or cautioned for supply offences in respect of Class A drugs per 1,000 population; and b of the overall figure of (a) above, the number which related to cocaine, and c of that figure the number which related to heroin.
3	Number of road traffic collisions involving death or serious injury per 1,000 population.
4	Percentage of occasions on which the police meet immigration service requests for assistance in the removal of immigration offenders.
5	Percentage of notifiable offences that were detected where a person has been charged, reported for summons or cautioned, or the offence has been taken into consideration by a court.
6	a Percentage of adults referred to drug treatment programmes as a result of arrest referral schemes; and b percentage of those referred to drug treatment programmes who completed the programme.
7	a Number of Police and Criminal Evidence Act 1984 (PACE) stop/searches of minority ethnic persons per 1,000 population compared with the number of PACE stop/searches of white persons per 1,000 population, and b percentage of PACE stop/searches on minority ethnic persons leading to arrest compared with the percentage of PACE stop/searches on white people leading to arrest.
8	Percentage of recorded racially-aggravated crimes detected.
9	a Percentage of reported domestic violence incidents where there was a power of arrest, in which an arrest was made relating to the incident, and b of these, what percentage involved partner-on-partner violence

Part I of the Local Government Act 1999 imposes requirements on police authorities, and other authorities, to secure continuous improvement in the way in which their functions are exercised, having regard to a combination of economy, efficiency and effectiveness. Section 4(1) of that Act confers a power on the Secretary of State to specify by Order best value performance indicators applicable to local authorities, police authorities and other authorities. The Local Government (Best Value) Performance Indicators and Performance Standards Order 2001 (S.I.2001/724) set out performance indicators for best value authorities, including police authorities, but this has now been revoked by the Local Government (Best Value) Performance Indicators and Performance Standards Order 2002 (S.I.2002/523).

Articles 3 and 4 of this Order specify that the performance indicators set out in Schedules 1 and 2 of this Order are to be included in the indicators by which a police authority’s performance can be measured.

The performance indicators set out in Schedules 1 and 2 are not the only indicators which are applicable to police authorities. The Local Government (Best Value) Performance Indicators and Performance Standards Order 2002 provides for, amongst other indicators and standards, the performance indicators for community safety in article 4, as set out in Schedule 2 to that Order. Those indicators apply to all police authorities in England and Wales in addition to the indicators set out in this Order.
