The Secretary of State for Transport, Local Government and the Regions, with the consent of the Treasury, in exercise of the powers conferred by section 56(1) and (2) of the Finance Act 19731 and by virtue of the Department of Transport (Fees) Order 19882, and in exercise of all other powers enabling him in that behalf, hereby makes the following Regulations:—

Citation and commencement1

These Regulations may be cited as the International Transport of Goods under Cover of TIR Carnets (Fees) (Amendment) Regulations 2002 and shall come into force on 1st April 2002.

Increases in fees2

The International Transport of Goods under Cover of TIR Carnets (Fees) Regulations 19883 shall be amended as follows.

In the regulations specified in column 1 of the Table for the amounts specified in column 2 there shall be substituted the amounts specified in column 3.

These Regulations amend the International Transport of Goods under Cover of TIR Carnets (Fees) Regulations 1988. The 1988 Regulations prescribe the fees payable in connection with the approval of a vehicle design-type and with the issue by the Secretary of State of a certificate of approval for a road vehicle following the inspection of the road vehicle in pursuance of Annex 3 to the Customs Convention on the International Transport of Goods under Cover of TIR Carnets of 14th November 1975 and the fee for the issue of a certificate for a road vehicle which conforms to an approved design-type. “TIR” is the acronym for “Transports Internationaux Routiers”.

The fee for an inspection of a vehicle design-type in connection with the grant of TIR design-type approval is increased by 2.8% from £70 to £72 where the inspection of a design-type which is a variation of a design-type for which a TIR design-type approval has been granted and by 3% from £433 to £446 in any other case.

The fee for the issue of a TIR vehicle approval certificate for a vehicle which is of a design-type for which TIR design-type approval has been granted is increased by 4.8% from £10.50 to £11. The fee for the issue of a duplicate of such certificate is increased by 4.8% from £10.50 to £11.

The fee for an inspection of a vehicle in connection with the issue of a TIR vehicle approval certificate is increased by 2.1% from £47 to £48 where the inspection is carried out following refusal of such a certificate for the vehicle and by 5.9% from £68 to £72 in any other case.
