The Lord Chancellor, in exercise of the powers conferred on him by section 42 of and paragraph 13 of Schedule 3 to the Plant Varieties Act 19971, and having consulted the Council on Tribunals pursuant to section 8 of the Tribunals and Inquiries Act 19922 hereby makes the following Rules:
