The Queen’s Most Excellent Majesty in Council

Her Majesty, in exercise of the powers conferred upon Her by section 1(1) of the Consular Fees Act 1980(1), is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:

1.  This Order may be cited as the Consular Fees (No. 2) Order 2002 and shall come into force on the 21st November 2002.

2.  The Consular Fees (No. 2) Order 1999(2) shall be amended as follows—

(a)paragraph (g) of Article 2 shall be deleted;

(b)for Fees 12 to 16A and 19, set out in Part II of the table of consular fees in the Schedule annexed to that Order, there shall be substituted the following—

12.  Issuing a passport of not more than 32 pages which includes replacing an expired passport, and issuing a new passport of full validity when an original passport of restricted validity is unavailable—

(a)for applications made by post in the UK

(i)where the applicant is aged 16 years or over

  • 33.00

(ii)where the applicant is under 16 years old (for a passport valid for 5 years)

19.00

(b)for applications made in person in the UK

(i)where the applicant is aged 16 years or over using the fast-track service

  • 63.00

(ii)where the applicant is under 16 years old (for a passport valid for 5 years) using the fast-track service

49.00

(iii)where the applicant is aged 16 years or over using the premium service

78.00

(iv)where the applicant is under 16 years old (for a passport valid for 5 years) using the premium service

(c)for applications made abroad

(i)where the applicant is aged 16 years or over

13.  Issuing a passport of 48 pages which includes replacing an expired passport, and issuing a new passport of full validity when an original passport of restricted validity is unavailable—

19.  Issuing and, where required, preparing an Emergency Passport or other document not otherwise provided for in lieu of a passport, or accepting a Declaration of Identity on which a visa is to be granted and issuing a certificate on such declaration describing the applicant

Explanatory Note

(This note is not part of the Order)

This Order amends the Consular Fees (No. 2) Order 1999 in order to increase certain passport fees: Fee 12(a)(i) from £30 to £32.50; Fee 12(a)(ii) from £16 to £19; Fee 12(b)(i) from £60 to £62.50; Fee 12(b)(ii) from £46 to £49; Fee 12(b)(iii) from £75 to £77.50; Fee 12(b)(iv) from £61 to £64; Fee 12(c)(i) from £49 to £53.70; Fee 12(c)(ii) from £29 to £34.50; Fee 13(c) from £60 to £64.20; Fee 15(a) from £18 to £22.50; Fee 15(b)(i) from £48 to £52.50; Fee 15(b)(ii) from £63 to £67.50; Fee 15(c) from £40 to £45; and Fee 19 from £30 to £33.90. The Order also decreases certain other passport fees: Fee 13(a) from £40 to £39; Fee 13(b)(i) from £70 to £69; Fee 13(b)(ii) from £85 to £84; Fee 14(a) from £42 to £39; and Fee 14(b) from £57 to £54. The Order clarifies that, with the exception of applications for a collective passport under Fee 14, passport applications made in person in the UK (under subparagraph (b) of each Fee) may only be made using the fast-track or premium services. Fee 16A is deleted in consequence. Finally, the definition of “replacement passport” in the Consular Fees (No. 2) Order 1999 has been deleted as redundant.
