Transfer of functions to the Secretary of State

4.  The functions of the Secretary of State for Transport, Local Government and the Regions under—

(a) section 4 of the Local Government, Planning and Land Act 1980(1), and

(b) section 74 of the Road Traffic Regulation Act 1984(2),

are hereby transferred to the Secretary of State.
