2. The following provisions of the 2001 Act shall come into force on 12th August 2002—
(a)section 1 (offences leading to penalties on the spot), in so far as not already in force; and
(b)section 2 and sections 4 to 11 (penalty notices and penalties, procedure and interpretation).
