Amendment of the Hemp (Third Country Imports) Regulations 2002 2 1 The Hemp (Third Country Imports) Regulations 2002 shall be amended in accordance with the following provisions of this regulation. 2 In paragraph (6)(b) of regulation 11 (authorisations), for the words “paragraph (3)” there shall be substituted the words “paragraph (5)”. 3 In paragraph (2) of regulation 15 (suspension or revocation of licences or authorisations), after the words “authority decides to” there shall be inserted the words “suspend or”. These Regulations, which come into force on 1st September 2002, amend the Hemp (Third Country Imports) Regulations 2002 (S.I. 2002/787) (“the principal Regulations”).

These Regulations extend the scope of the written representations procedures under regulation 15(2) of the principal Regulations to include the suspension of licences or authorisations for the import into the United Kingdom of hemp from third countries. They also correct a typographical error in regulation 11(6)(b) of the principal Regulations.

No Regulatory Impact Assessment has been prepared in respect of these Regulations.

The power of the Secretary of State, as a Minister designated by virtue of S.I. 1972/1811 in relation to the common agricultural policy of the European Community, to make regulations which extend to Scotland remains exercisable by virtue of section 57(1) of the Scotland Act 1998 (1998 c. 46). The Secretary of State’s power, as a Minister so designated, to make regulations which extend to Wales is confirmed by article 3(4) of the European Communities (Designation) (No. 3) Order 1999 (S.I. 1999/2788). 1972 c. 68.
