The Secretary of State for Transport, Local Government and the Regions, in exercise of the powers conferred upon him by sections 2(1), (2), and (3) of the Radioactive Material (Road Transport) Act 1991M1 and of all other powers enabling him in that behalf, hereby make the following Regulations:—
