The Secretary of State for Health, in exercise of the powers conferred on him by section 92(1) of the National Health Service Act 1977

and of all other powers enabling him in that behalf, having regard to the proposed changes in the arrangements for the administration of hospitals and other establishments and facilities presently managed by the Exeter and District Community Health Service National Health Service Trust
