The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred by sections 23(3) and (4) and 57 of the Vehicle Excise and Registration Act 1994M1 , and of all other powers enabling him in that behalf, hereby make the following Regulations:—
