27.—[F1(1)] A person does not carry on an activity of the kind specified by [F2article 25(2), 25A(2), 25B(2) [F3, 25C(2) or 25 E(2)]] merely by providing means by which one party to a transaction (or potential transaction) is able to communicate with other such parties.
[F4(2) A person does not carry on an activity of the kind specified by article 25DB merely by providing a means of communication, where the person is not holding out the means of communication as being provided for the making of qualifying public offers within the meaning of that article.]
