Application
4. These Regulations apply to motor vehicles with at least four wheels (excluding quadricycles as defined in Article 1(3) of Council Directive 92/61/EEC of 30th June 1992(1)) which are within category M1 of Annex II of the Framework Directive and which—
(a)have been manufactured to conform with a vehicle type approval granted pursuant to the Framework Directive;
(b)emit at any time CO2, hydrocarbons or carbon monoxide; and
(c)are not special purpose vehicles as specified in Article 4(1)(a) of the Framework Directive.
