Notice of a decision against which an appeal lies10

A person affected who has a right of appeal against a relevant decision shall be given written notice—

a

of the decision against which the appeal lies;

b

in a case where that notice does not include a statement of reasons for the decision, that he may request the relevant authority to provide him with a written statement of the reasons for that decision; and

c

of his right of appeal against that decision.

Where a written statement of the reasons for the decision is not included in the written notice of the decision and is requested under paragraph (1)(b), the relevant authority shall, so far as practicable, provide that statement within 14 days.
