The Secretary of State for the Environment, Transport and the Regions in exercise of the powers conferred upon him by sections 30 and 146(1) of the Housing Grants, Construction and Regeneration Act 19961 and of all other powers enabling him in that behalf, and with the consent of the Treasury, hereby makes the following Regulations:
