Article 2 of this Order brings into force certain provisions of the Greater London Authority Act 1999. Provisions relating to the metropolitan police district, additional to those already in force, come into force on 1st April 2000. On that date the London Advisory Planning Committee, the London Ecology Unit and the London Research Centre cease to exist.
Provisions concerning the meetings and proceedings and certain functions of the Greater London Authority come into force on 8th May 2000, and the provisions conferring the principal functions of the Authority on 3rd July 2000.
Transport for London is established for limited purposes on 8th May 2000, and assumes its functions on 3rd July 2000.
The principal provisions of the Act which amend the Regional Development Agencies Act 1998 (in particular by conferring on the Mayor of London powers that would otherwise be exercisable by the Secretary of State in relation to the London Development Agency) come into force on 3rd July 2000.
Sections 383 and 384 (management of Trafalgar Square and Parliament Square) come into force on 1st October 2000.
Article 2 also commences paragraph 4 of Schedule 27 (which relates to section 1 of the Metropolitan Police (Receiver) Act 1867) on 30th March 2000. That section requires the Receiver for the Metropolitan Police District to make up accounts of monies received and spent to 31st March in each year. Article 3 adapts paragraph 4 to provide that accounts for police purposes shall be made up to 2nd July 2000.
