<Text>The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred on him by section 4(3) of the Road Traffic Reduction Act 1997<FootnoteRef Ref="f00001"/>, and of all other powers enabling him in that behalf, having consulted such associations of local authorities as appeared to him to be concerned, in accordance with section 4(4) of that Act, hereby makes the following Order:</Text>
