As respects the first ordinary election of the Authority, Robert Valentine Hughes CBE of 10th Floor, Riverwalk House, 157–161 Millbank, London SW1P 4RR is hereby designated as the returning officer at the election of the Mayor and the election of the London members, instead of the person specified in section 35(2C) of the Representation of the People Act 1983(1).
