17.—(1) The prescribed form of a final certificate(1) shall be form 5 in Schedule 2 and the grounds on which a local authority shall reject a final certificate are those prescribed in Schedule 5.
(2) The period within which a local authority may give notice of rejection of a final certificate is ten days beginning with the day on which the certificate is given.
