The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred on him by sections 64(3) and 65(4) of the Local Government Finance Act 1988(1), and of all other powers enabling him in that behalf, hereby makes the following Regulations:—

1988 c. 41. There are amendments to these provisions which are not relevant to these Regulations. This power is devolved, so far as exercisable in relation to Wales, to the National Assembly for Wales by the National Assembly for Wales (Transfer of Functions) Order 1999 (S.I. 1999/672); see the reference to the Local Government Finance Act 1988 in Schedule 1.
