The Secretary of State for Social Security, in exercise of the powers conferred on him by sections 2A(6)(a), 5(1)(a), (b), (c) and (p), 189(1) and (4) and 191 of the Social Security Administration Act 1992M1, sections 123(1)(d) and (e), 137(1) and 175(1), (3) and (4) of the Social Security Contributions and Benefits Act 1992M2, sections 9(1), 10(3) and (6), 79(1) and 84 of the Social Security Act 1998M3 and sections 35(1), 36 and 40 of the Jobseekers Act 1995M4, and of all other powers enabling him in that behalf, after consultation, in respect of provisions in these Regulations relating to housing benefit and council tax benefit, with organisations appearing to the Secretary of State to be representative of the authorities concernedM5 by this Instrument, which contains only regulations made consequential upon section 59 of, and Schedule 7 to, the Welfare Reform and Pensions Act 1999M6 and which is made before the end of the period of six months beginning with the coming into force of those provisionsM7, hereby makes the following Regulations:
