The Secretary of State, in exercise of the powers conferred upon him by sections 40(1), (2) and (6), 41(2), 42(3), (4) and (5), 44(1)(b), 2(b) and (4), 45(1) and 67 of the Disability Discrimination Act 1995(1) (“the Act”) and of all other powers enabling him in that behalf and after consultation with the Disabled Persons Transport Advisory Committee and such other representative organisations as he thought fit in accordance with section 40(7) of the Act and with such representative organisations as he thought fit in accordance with section 45(4) of the Act, hereby makes the following Regulations:
