4. Except under the authority of a written licence granted by the Secretary of State under this article or the Export of Goods (Control) Order 1994(1), the goods specified in Schedule 1 to this Order are prohibited to be exported from the United Kingdom to any destination in Eritrea or Ethiopia, or to any destination for the purpose of delivery, directly or indirectly, to or to the order of any person in Eritrea or Ethiopia.
