The Secretary of State, being a Minister designated1 for the purposes of subsection (2) of section 2 of the European Communities Act 19722 in relation to the operation of a Community eco-label award scheme, in exercise of the powers conferred on him by that subsection and of all other powers enabling him in that behalf, hereby makes the following Regulations:
