4th March 1999 is the appointed day for the coming into force of—
a
the provisions of the Social Security Act 1998 which are specified in the Schedule to this Order in so far as they authorise the making of regulations; and
b
paragraph 104 of Schedule 7 to that Act and section 86(1) in so far as it relates to that paragraph.
