In exercise of the powers conferred on the Secretary of State by section 144 of the School Standards and Framework Act 19981, the Secretary of State for Education and Employment hereby makes the following regulations:–
Citation, commencement and application1

These regulations may be cited as the Education (School Organisation Committees) (Initial Financial Arrangements) (England) Regulations 1999 and shall come into force on 15th March 1999.

These regulations apply to local education authorities in England.
Interpretation2
In these Regulations–
“the Act” means the School Standards and Framework Act 1998;
“the first financial year of the committee” means the financial year in which section 24(1) of the Act (duty of each local education authority in England to establish a school organisation committee for their area) comes into force.
Duty of local education authority to prepare statement etc.3

Before the beginning of the first financial year of the committee every local education authority to whom these Regulations apply shall prepare a statement of the estimated expenses to be incurred in respect of that year by the school organisation committee to be established for their area.

For the purposes of paragraph 4(4) and (5) of Schedule 4 to the Act the statement prepared pursuant to paragraph (1) shall be treated as if it had been submitted under paragraph 4(2) and approved under paragraph 4(3) of that Schedule.
