Explanatory Note

(This note is not part of the Regulations)

Paragraph 4(2) of Schedule 4 to the School Standards and Framework Act 1998 places a duty on each school organisation committee before the beginning of each financial year to submit to the relevant local education authority for approval by the authority a statement of its estimated expenses for that financial year. These regulations make provision for the first financial year in which school organisation committees are established, expected to be the financial year 1999–2000. The regulations provide that, for the first financial year in which the committees are established, each local education authority must prepare a statement of the estimated expenses of the committee. Such a statement is to be treated as submitted by the committee and approved by the authority.
