The Secretary of State, in exercise of the powers conferred upon him by section 59(6)(a) of the Local Government etc. (Scotland) Act 1994(1) and of all other powers enabling him in that behalf, hereby make the following Order:
1.—(1) This Order may be cited as the Local Government etc. (Scotland) Act 1994 (Exemption from Repeal) (Scotland) Order 1999 and shall come into force on 31st December 1999.
(2) In this Order “the 1994 Act” means the Local Government etc. (Scotland) Act 1994.
2. The local statutory provisions described in the Schedule to this Order are hereby exempted for the purposes of section 59(6)(a) of the 1994 Act and, accordingly, shall not cease to have effect on 31st December 1999.

This Order exempts byelaws promoted or made by persons other than local authorities and relating to matters, which are reserved matters for purposes of the Scotland Act 1998, from ceasing to have effect on 31st December 1999 in terms of section 59(6)(a) of the Local Government etc. (Scotland) Act 1994.
