2. In regulation 95(4A)(1) (withholding of benefit) of the Housing Benefit (General) Regulations 1987 and regulation 80(2A)(2) (withholding of benefit) of the Council Tax Benefit (General) Regulations 1992 for the words “an adjudication officer” in each place in which they occur there shall be substituted the words “the Secretary of State”.
