The Secretary of State for Social Security, in exercise of the powers conferred on him by sections 171A, 171C, 171D, 171G(2) and 175(2) to (4) of the Social Security Contributions and Benefits Act 19921 and sections 61 and 85(6) of the Welfare Reform and Pensions Act 19992, by this Instrument which contains only regulations made by virtue of or consequential upon the provisions of the Welfare Reform and Pensions Act 1999 and which is made before the end of the period of six months beginning with the coming into force of those provisions3, and of all other powers enabling him in that behalf, hereby makes the following Regulations:
