The Borough of Waverley (Electoral Changes) Order 1999

Coming into force in accordance with article 1(2)
Whereas the Local Government Commission for England, acting pursuant to section 15(4) of the Local Government Act 19921, has submitted to the Secretary of State a report dated September 1998 on its review of the borough of Waverley2 together with its recommendations:
And whereas the Secretary of State has decided to give effect, with modifications, to those recommendations:
Now, therefore, the Secretary of State, in exercise of the powers conferred on him by sections 173 and 26 of the Local Government Act 1992, and of all other powers enabling him in that behalf, hereby makes the following Order:
Citation, commencement and interpretation1

This Order may be cited as the Borough of Waverley (Electoral Changes) Order 1999.

This Order shall come into force–
a
for the purpose of all proceedings preliminary or relating to any election to be held on 1st May 2003, on 10th October 2002;
b
for all other purposes, on 1st May 2003.

In this Order–
“the borough” means the borough of Waverley;
“existing”, in relation to a ward, means the ward as it exists on the date this Order is made;
any reference to the map is a reference to the map prepared by the Department of the Environment, Transport and the Regions marked “Map of the Borough of Waverley (Electoral Changes) Order 1999”, and deposited in accordance with regulation 27 of the Local Government Changes for England Regulations 19944; and
any reference to a numbered sheet is a reference to the sheet of the map which bears that number.
Wards of Waverley2

The existing wards of the borough5 shall be abolished.

The borough shall be divided into twenty-nine wards which shall bear the names set out in column (1) of Schedule 1.

The wards shall comprise the areas described in column (2) of that Schedule by reference to parishes or parish wards or, where no area is so described, the area designated on the map by reference to the name of the ward and demarcated by red lines; and the number of councillors to be elected for each ward shall be the number specified in respect of the ward in column (3) of that Schedule.

Where a boundary is shown on the map as running along a road, railway line, footway, waterway or similar geographical feature, it shall be treated as running along the centre line of the feature.
Wards of the parish of Cranleigh3

The existing wards of the parish of Cranleigh shall be abolished.

The parish shall be divided into five parish wards which shall bear the names Cranleigh East, Cranleigh North, Cranleigh Rural, Cranleigh West and Elmbridge; and the wards shall comprise the areas designated on sheet 8 by reference to the name of the ward and demarcated by orange lines.

The number of parish councillors to be elected for the Cranleigh East parish ward shall be five; the number of parish councillors to be elected for each of the Cranleigh North, Cranleigh Rural and Elmbridge parish wards shall be one; and the number of parish councillors to be elected for the Cranleigh West parish ward shall be four.
Parish of Ewhurst4

The parish of Ewhurst shall be divided into two parish wards which shall bear the names Ellens Green and Ewhurst.

The parish ward of Ellens Green shall comprise that part of the parish which is within the borough ward of Alford, Cranleigh Rural and Ellens Green, and the Ewhurst parish ward shall comprise the area of the ward of the borough bearing the same name.

The number of councillors to be elected for the parish ward of Ellens Green shall be one and the number of councillors to be elected for the parish ward of Ewhurst shall be eight.
Wards of the parish of Farnham5

The existing wards of the parish of Farnham shall be abolished.

The parish shall be divided into nine parish wards which shall bear the names Farnham Bourne, Farnham Castle, Farnham Firgrove, Farnham Hale and Heath End, Farnham Moor Park, Farnham Shortheath and Boundstone, Farnham Upper Hale, Farnham Weybourne and Badshot Lea and Farnham Wrecclesham and Rowledge; and each parish ward shall comprise the area of the ward of the borough bearing the same name.

The number of councillors to be elected for each of the nine parish wards shall be two.
Wards of the parish of Godalming6

The existing wards of the parish of Godalming shall be abolished.

The parish shall be divided into five parish wards which shall bear the names Godalming Binscombe, Godalming Central and Ockford, Godalming Charterhouse, Godalming Farncombe and Catteshall, and Godalming Holloway; and each parish ward shall comprise the area of the ward of the borough bearing the same name.

The number of councillors to be elected for each of the five parish wards shall be four.
Wards of the parish of Haslemere7

The existing wards of the parish of Haslemere shall be abolished.

The parish shall be divided into five parish wards which shall bear the names Critchmere, Haslemere North and Grayswood, Haslemere South, Hindhead and Shottermill; and the wards shall comprise the areas designated on sheet 9 by reference to the name of the ward and demarcated by orange lines.

The number of councillors to be elected for each of the parish wards of Critchmere, Haslemere North and Grayswood, and Shottermill shall be three; the number of councillors to be elected for the parish ward of Haslemere South shall be four and the number of councillors to be elected for the parish ward of Hindhead shall be five.
Wards of the parish of Witley8

The existing wards of the parish of Witley shall be abolished.

The parish shall be divided into three parish wards which shall bear the names set out in column (1) of Schedule 2.

The parish wards shall comprise the area of the borough ward specified in respect of the parish ward in column (2) of that Schedule, and the number of councillors to be elected for each ward shall be the number specified in respect of the ward in column (3) of that Schedule.
Revocation9
The Borough of Waverley (Electoral Arrangements) Order 1979 is hereby revoked.
