The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred on him by sections 32(9), 33(4), 43(7), 44(4) and 113 of the Local Government Finance Act 19921, and of all other powers enabling him in that behalf, hereby makes the following Regulations–
