In exercise of the powers conferred on the Secretary of State by sections 31(1), (2), (3), (5) and (7), 33(4), 71(7), 98(5) , 138(7) and (8) and 144(1) of, and paragraph 5 of Schedule 4, paragraph 5 of Schedule 5, paragraphs 2, 3, 4 and 5 of Schedule 6 and paragraphs 2, 3, 5, 7, 8 and 9 of Schedule 7 to, the School Standards and Framework Act 19981 the Secretary of State for Education and Employment hereby makes the following Regulations:
