“14.
The Minister shall not, in relation to land in England, accept an application for aid under regulation 5 in respect of any access period beginning in the year 2000 or any subsequent year.”.
These Regulations amend the Countryside Access Regulations 1994 (“the principal Regulations”), as amended, which implement in part a zonal programme approved by the European Commission under Article 7 of Council Regulation (EEC) No. 2078/92 (O.J. No. L215, 30.7.92, p. 85) on agricultural methods compatible with the requirements of the protection of the environment and the maintenance of the countryside, as amended by Council Regulation (EC) No. 2772/95 (O.J. No. L288, 1.12.95, p. 35), as in turn rectified by Council Regulation (EC) No. 1962/96 (O.J. No. L259, 12.10.1996, p. 7).

This amendment has no effect in relation to any producer whose application for aid in respect of any year preceding 15th January 2000 has already been accepted.
