Whereas a draft of this Order has been laid before Parliament in accordance with section 10 of the International Organisations Act 19681 (“the Act”) and has been approved by a resolution of each House of Parliament:

Now, therefore, Her Majesty, by virtue and in exercise of the powers conferred on Her by sections 1 and 10(3) of the Act2 or otherwise in Her Majesty vested, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:—

This Order may be cited as the International Organisations (Immunities and Privileges) Miscellaneous Provisions Order 1999 and shall come into force on 1st August 1999.

The Orders mentioned in the Schedule to this Order shall have effect subject to the amendments specified in that Schedule.

The African Development Bank (Immunities and Privileges) Order 19833

Insert after Article 13 the following new Article:

13A

—The Bank shall have relief, under arrangements made by the Secretary of State, by way of refund of Insurance Premium Tax and Air Passenger Duty paid by the Bank in the exercise of its official activities.

The African Development Fund (Immunities & Privileges) Order 19734

Insert after Article 12 the following new Article:

12A

—The Fund shall have relief, under arrangements made by the Secretary of State, by way of refund of Insurance Premium Tax and Air Passenger Duty paid by the Fund in the exercise of its official activities.

The Asian Development Bank (Immunities and Privileges) Order 19745

Insert after Article 13 the following new Article:

13A

—The Bank shall have relief, under arrangements made by the Secretary of State, by way of refund of Insurance Premium Tax and Air Passenger Duty paid by the Bank in the exercise of its official activities.

The Commonwealth Agricultural Bureaux (Immunities and Privileges) Order 19826

In Article 2(1) for the words “Commonwealth Agricultural Bureaux” there shall be substituted the words “CAB International”.

Insert after Article 9 the following new Article:

—The Organisation shall have relief, under arrangements made by the Secretary of State, by way of refund of Insurance Premium Tax and Air Passenger Duty by the Organisation in the exercise of its official activities.

In Article 11 for the words “Executive Director” there shall be substituted the words “Director General”.

In Articles 1 for the word “Wheat” there shall be substituted the word “Grains”.

Insert after Article 10 the following new Article:

10A

—The Council shall have relief, under arrangements made by the Secretary of State, by way of refund of Insurance Premium Tax and Air Passenger Duty paid by the Council in the exercise of its official activities.

In Articles 12(1), 13 and 14(1) for the words “Executive Secretary” there shall be substituted the words “Executive Director”.

The Oslo and Paris Commissions (Immunities and Privileges) Order 197928

Insert after Article 11 the following new Article:

11A

—The Commission shall have relief, under arrangements made by the Secretary of State, by way of refund of the Insurance Premium Tax and Air Passenger Duty paid by the Commission in the exercise of its official activities.

This Order makes amendments to the Orders mentioned in the Schedule to it consequential upon the introduction of Insurance Premium Tax and Air Passenger Duty. Such amendments are necessary in order to implement the United Kingdom’s international obligations to the organisations which are the subjects of the Orders. The Order also makes certain minor amendments to some of the Orders to bring them up to date.
