90. In section 3(1) of the Scotch Whisky Act 1988 (interpretation, orders and consequential amendments), in the definition of “the Ministers” there is inserted at the end “except that in relation to any order made under sections 2(1)(b), 3(1) or 3(2) which relates to England or Wales or England and Wales, the Secretary of State shall not act”.
