The Secretary of State, in exercise of the powers conferred on him by sections 262(1), 275(1)(b) and 277(1) of the Town and Country Planning (Scotland) Act 19971 and all other powers enabling him in that behalf, and with the consent of the Treasury, hereby makes the following Regulations:
