These Rules prescribe the forms to be used in connection with the grant of certificates and permits for the purposes of the Firearms Acts 1968 to 1997 and the registration of firearms dealers.
The Rules supersede the Firearms Rules 1989 and the Firearms (Scotland) Rules 1989 as amended and the changes of substance are mainly those made to take account of the provisions of the Firearms (Amendment) Act 1997 and the Firearms (Amendment) (No. 2) Act 1997 (c. 64).
The major changes are as follows. Rule 3(3)(a) requires an application for a firearm certificate to be supported by two referees. Rule 4 sets out the requirements for the referees. The prescribed form is in Schedule 1 Part III. Rule 3(5) requires the imposition of special conditions on firearm certificates in the circumstances there set out. Rule 8 provides that applications for visitors' firearm and shotgun permits are now to be made on the same form. Rule 10 no longer requires the register maintained by firearms dealers under section 40 of the Firearms Act 1968 to be in a prescribed form.
Other minor amendments are made to the Rules and forms.
