In exercise of the powers conferred on the Secretary of State by section 144(1) and (2)(f) of the School Standards and Framework Act 1998(1), the Secretary of State for Education and Employment hereby makes the following Regulations.
1.—(1) These Regulations may be cited as the School Standards and Framework Act 1998 (Education Action Zones) (Modification) Regulations 1998 and shall come into force on 4th August 1998.
(2) In these Regulations “the Act” means the School Standards and Framework Act 1998.
2. Until the appointed day (as defined in section 20(7) of the Act) section 10(1) of the Act shall have effect with the modification that for “maintained schools” there shall be substituted “county, voluntary or maintained special schools or grant-maintained or grant-maintained special schools (within the meaning of the Education Act 1996(2))”.

Section 10(1) of the School Standards and Framework Act 1998 contains a reference to “maintained schools”, an expression which is defined in section 20(7) by reference to new categories into which schools will be divided on and after “the appointed day”, also defined in section 20(7) of the Act. The appointed day is expected to be 1st September 1999 and these regulations modify the reference to “maintained schools” until the appointed day.
