No person shall manufacture a compound feeding stuff of the kind to which regulation 74 applies on a UK registered Article 7.2(c)(PA) establishment, with a view to putting it into circulation, unless he fulfils the essential conditions contained or referred to in Chapter II(c) of the Annex.
