The Secretary of State for Health in exercise of the powers conferred by section 9(2) and (3) of the Adoption Act 19761 and sections 23(2)(a), 26(1) and (2), 59(2), (4)(a) and (5) and 104(4) of, and paragraph 12 of Schedule 2 to, the Children Act 19892, and all other powers enabling him in that behalf, hereby makes the following Regulations:—
