The Secretary of State for the Environment, as respects England, in exercise of the powers conferred upon him by section 17 of the Housing Act 19961 and section 1AA(3)(a) of the Leasehold Reform Act 19672 and of all other powers enabling him in that behalf, hereby makes the following Order—
