The Secretary of State for Social Security, in exercise of the powers conferred by section 175(1) of, and paragraph 4(5) of Schedule 7 to, the Social Security Contributions and Benefits Act 19921 and of all other powers enabling him in that behalf, hereby makes the following Order:
