The Secretary of State, in exercise of the powers conferred on him by section 2 of the Railway Heritage Act 19961 (“the Act”), and after consultation with the British Railways Board and such other persons as the Secretary of State considered appropriate in accordance with section 2(3) of the Act, hereby makes the following Order:—
