The following provisions of the Housing Grants, Construction and Regeneration Act 1996 shall come into force on 16th December 1997—

• sections 131 to 135 in so far as they are not already in force,

• sections 136 to 138, and

• sections 139 and 140 in so far as they are not already in force.
