The Secretary of State for Transport, the Secretary of State for Scotland and the Secretary of State for Wales, acting in the manner and in exercise of the powers specified in the Appendix to this Instrument, hereby—
after consultation with representative organisations in accordance with section 134(2) of the Road Traffic Regulation Act 1984(1), make the Regulations set out in Part I, and
give the Directions set out in Part II,
of this Instrument.
